All arrestees and new incarcerations will be received though the Booking Department. Within this area there are multiple things that occur. Initially, a pat search is conducted on all new arrestees or incarcerations. All personal property other than a single layer of clothing and money is removed. This search is to ensure that no contraband is introduced to the facility. Following the pat search, all the property that was removed from their person, including cash, is inventoried.
After arrest, the individual is taken before the Magistrate to determine multiple factors such as:

Whether a bond will be issued.

If provided a bond, what type of bond the individual will receive.

If not provided a bond, the Magistrate will issue a commitment order to the facility.
Forms of Bonds:

Secured – This bond requires that a set amount of money is paid to release the individual. This money is paid and serves as a promise that the conditions of the bond are followed.

Unsecured – An unsecured bond is a promise that the individual will pay a certain amount if the conditions of the bond are not followed. This bond does not require money upfront for release to occur.

Personal Recognizance – This is a bond that is based on the promise of the individual to show up on the assigned court date and time. This bond does not require money upfront for release to occur.
After seeing the Magistrate and a bond determination is made, the arrestee and their charges are processed. This process can include being booked into the Jail’s system, being fingerprinted, having a Booking photo taken, dressing out the new inmate in jail issued clothing and issuing property items, such as hygiene products, that are needed for housing at the facility. An intake screening is also conducted, which includes a medical, mental health and suicide screen.
Following the completion of the Booking process, all incarcerated persons are provided the opportunity to make two phone calls. At times these calls can be delayed due to the individual being intoxicated or violent. Once the Booking process and phone calls are complete, initial housing is determined, should they be held without a bond or unable to make the bond given.
On the next regularly scheduled court day (Monday through Friday, not including observed holidays or closures of the courts), the inmate will conduct an interview with pre-trial personnel in preparation for their arraignment with a judge. During the arraignment, the judge will review the bond status, determine if the person should be appointed an attorney and set the next court date.
If a bond is provided by the Magistrate or the Judge, there are a few options available to those hoping to post the bond.

Cash in the sum of the bond can be paid to the Magistrate’s Office or the Court.

Utilizing a bonding company to post bond.
A bail bonding company may be contacted in attempts to post bond. There are multiple bonding companies available locally, all of which if contacted can explain the process of using their services. (No staff member of the Adult Detention Center can recommend a bail bonding company.)
If an inmate is not released by the court or bonded, then he/she will be seen by the Classification division within 72 hours (based on business days). This will be a face-to-face interview that will be conducted to ensure that medical and mental health needs will be met. An orientation is conducted at this time which provides information on visitation, programing, medical, and determines custody level.
