Human Resources is located at 107 North Kent Street, Winchester, VA 22601. Office hours are 8 a.m. until 5 p.m. Monday through Friday excluding recognized County Holidays.
Appointments may be scheduled to conduct background investigations or polygraph examination.

Candidates must meet the following minimum qualifications:
- Must be a U.S. citizen
- Must be 21 years of age
- Must be a high school graduate or its equivalent
- Sworn and Maintenance applicants must have a valid driver’s license
- Must not have been convicted of any felony or serious misdemeanor.

- Submit completed application
- Pre-screening interview
- Criminal History Review
- Driving record review
- Pre-Employment Physical Agility Test
- Polygraph examination
- Background interview and investigation
- Conditional offer of employment
- Medical Physical
- Final approval by Superintendent
- Incomplete application
- Any drug use of any kind after the age of 30 or within the last 3 years.
- Any drunk driving or DUI within the last three years.
- Conviction of domestic assault.
- Drivers License suspended within three years.
